Ramallah | 6 August 2026 – The outcomes, recommendations, and roadmap issued by the National Conference for the Development of Technical and Vocational Education and Training in Palestine reaffirmed the pivotal role of the National Commission for Technical and Vocational Education and Training (NTC) in leading efforts to advance the TVET system in Palestine.

The conference, organized by Tamkeen for Training and Development on 2–3 August 2026 under the theme “Developing Technical and Vocational Education and Training… A Driver for Economic and Social Empowerment in Palestine,” brought together a broad range of government and academic leaders, university and college presidents, experts, researchers, and representatives of national and Arab institutions. It served as a national platform for professional dialogue and the exchange of knowledge and expertise.

The conference outcomes highlighted the need to strengthen governance, unify institutional reference frameworks, and build an integrated national system that responds to labor market needs and the requirements of economic and social development. These priorities are closely aligned with the mandate, vision, and national responsibilities of the NTC.

The recommendations demonstrated clear alignment with the vision and mandate led by the Commission. They emphasized the need to strengthen its role as a unified national reference body responsible for regulating and governing the TVET sector and shaping its policies. This would contribute to overcoming fragmented institutional mandates and unifying national efforts across this vital sector. The recommendations also underscored the Commission’s role as the highest-level coordinating body among key partners, ensuring complementarity of roles, alignment of priorities, and greater effectiveness of national and international interventions in accordance with labor market needs and national development priorities.

The recommendations further stressed the importance of developing the legislative environment, establishing a national model for work-based learning, expanding institutional partnerships with the private sector, modernizing curricula and training programs, strengthening dual training, and building institutional and human capacities. These efforts are essential to keeping pace with rapid technological transformations, the artificial intelligence revolution, and the requirements of digital transformation, while responding more effectively to the evolving needs of the Palestinian labor market and economy.

The recommendations also included a number of strategic priorities directly linked to the Commission’s mandate. These included supporting entrepreneurship and establishing financing mechanisms for graduates, conducting periodic labor market needs assessments, strengthening career guidance, launching national awareness campaigns to promote a positive culture around vocational education, developing response and rehabilitation programs in the Gaza Strip and other heavily affected areas, enhancing the financial sustainability of vocational institutions, and institutionalizing private-sector engagement through sector skills councils.

The conference outcomes went beyond general recommendations and included an implementation roadmap that reaffirmed the leadership role of the National Commission for Technical and Vocational Education and Training in advancing several strategic priorities. These include activating the national reference framework for the sector, consolidating the governance system, leading and coordinating sectoral partnerships, and contributing to efforts related to field-level empowerment and rehabilitation.

This reflects a clear national consensus on the importance of the Commission’s role as the national body responsible for leading and guiding the development of the TVET system in Palestine and for bringing together the efforts of different partners toward building a more integrated system that is responsive to development priorities and labor market needs.

The National Commission for Technical and Vocational Education and Training participated in the conference through its Vice President, Dr. Eng. Hisham Salama, reaffirming its strong institutional presence and central national role in leading efforts to develop the TVET system and in strengthening integration and coordination among the sector’s various stakeholders and partners. This role supports the unification of national efforts and contributes to enhancing the efficiency and effectiveness of the overall TVET system.
