The strategic plan was developed based on a Ministers’ Cabinet decision involving relevant ministries. The plan was prepared for the years 2024-2029. Later, the Cabinet requested to change the timeframe of the strategic plan to 2025-2030 and transition to an emergency plan for the year 2024.
The strategic plan included the following administrative objectivs:
- First administrative objective: Manage change and facilitate the transition to the new unified system.
- Second administrative objective: Activate and strengthen the leadership and governance of the new system.
- Third administrative objective: Diversify and maximize the available resources needed to operate, develop, and ensure the sustainability of the system.
- Fourth administrative objective: Develop modern and flexible administrative and financial legal and organizational frameworks that ensure the efficient and effective functioning of the new system.
- Fifth administrative objective: Enhance communication with all stakeholders.
The plan also included the following programmatic objectives:
- Programmatic objective (1): Increase the relevance of TVET system outputs to the needs of the local, regional and international market.
- Programmatic objective (2): Enhance the effectiveness and efficiency of the system and the value of its outputs.
- Programmatic objective (3): Institutionalization and sustainability of the new TVET system.
- Programmatic objective (4): Increase the capacity of the TVET system / Quantitative expansion of TVET inputs and outputs.
