The Chairman of the Board of the Palestinian Media Development Network, journalist Dr. Yousef Al-Karnaz, and the President of the National Commission for Technical and Vocational Education and Training, H.E. Dr. Rabeh Morrar, signed today, Tuesday, at the Commission’s headquarters in Ramallah, a strategic cooperation and partnership agreement aimed at strengthening joint collaboration in the fields of media and journalism training and the development of modern digital skills.

The National Commission for Technical and Vocational Education and Training is a national institution affiliated with the Palestinian Council of Ministers. It is responsible for the governance and development of the technical and vocational education and training (TVET) system, formulating related policies, and strengthening coordination and integration among the various components of the sector in response to labour market needs and development priorities.

The agreement aims to develop and implement specialized training programmes and projects targeting Palestinian journalists and youth, particularly in the areas of digital media, content creation, modern media production, digital skills, and the application of artificial intelligence (AI) technologies in media work.

During the meeting, both parties reviewed a range of proposals and ideas for developing high-quality training programmes designed to strengthen young people’s skills, enhance their professional competencies, and equip them with the tools of digital media, content creation, and emerging technologies. These programmes are intended to enhance their ability to innovate, create, and compete effectively in the labour market and the digital economy.

Both parties emphasized that investing in youth is a fundamental pillar of sustainable development. They stressed the importance of building an integrated training ecosystem that combines theoretical learning with practical application and provides pathways to employment and entrepreneurship in the media sector. Such efforts will contribute to preparing a qualified generation capable of keeping pace with technological transformations and responding to the demands of local, regional, and international labour markets.

The two sides also noted that the partnership represents an opportunity to expand the scope of training programmes, reach the widest possible segment of young people across the Palestinian governorates, and unify efforts in training, qualification, and capacity building. This will contribute to strengthening economic and social empowerment and to developing qualified human capital capable of playing an active role in the development process.

Representing the Palestinian Media Development Network at the meeting were Ms. Wisal Abu Aliya, Vice Chairperson of the Board, and Ms. Walaa Asfour, Secretary of the Foundation. Representing the National Commission for Technical and Vocational Education and Training were Dr. Eng. Hisham Salama, Vice President of the Commission, and Dr. Nidaa Younis, Director of the Media and International Cooperation Department.

Both parties affirmed that the signing of the agreement reflects their shared commitment to strengthening cooperation and integration among national institutions and to developing high-quality training and media programmes that respond to the needs of young people and the requirements of the labour market. The partnership is expected to contribute to expanding employment and entrepreneurship opportunities and advancing digital skills development in Palestine.
