Minister of Labor Visits the National Commission for Technical and Vocational Education and Training and Discusses Prospects for Strategic Partnership to Advance Palestine’s Skills Development System

Dr. Rabah Morrar, President of the National Commission for Technical and Vocational Education and Training, received Dr. Enas Al-Attari, Minister of Labor, at the Commission’s headquarters in Ramallah during an official visit aimed at strengthening institutional coordination and advancing the strategic partnership between the two sides. The visit sought to support the priorities of the Technical and Vocational Education and Training (TVET) sector in Palestine and contribute to building a more efficient national system that is responsive to development priorities and labor market needs.

During the meeting, both sides emphasized the importance of unifying national efforts and strengthening coordination and complementarity between the Commission and the Ministry of Labor, given the pivotal roles of both institutions in developing the national skills system, improving the quality of TVET, and enabling Palestinian youth to acquire the competencies needed to keep pace with rapid economic and technological transformations.

The two sides discussed mechanisms for joint cooperation in implementing the KfW project, which aims to support and further develop the technical and vocational training sector. The project is expected to strengthen the institutional framework of the vocational training sector, improve the quality of training services, and support investment in Palestinian human capital as a fundamental pillar for achieving sustainable development and expanding employment opportunities.

The meeting also addressed the importance of accelerating the completion of national procedures related to the implementation of the National Qualifications Framework (NQF), as one of the strategic initiatives that provides a national reference for organizing qualifications, developing education and training pathways, and strengthening the alignment of learning outcomes with labor market needs in accordance with international standards and best practices.

In the same context, both sides reviewed opportunities to expand international cooperation, particularly in the areas of international accreditation of training programs and the development of quality assurance systems. These efforts are intended to strengthen the regional and international recognition of Palestinian qualifications and create broader opportunities for Palestinian professionals to compete in diverse labor markets.

The Minister of Labor reaffirmed the Ministry’s commitment to continuing cooperation and coordination with the National Commission for Technical and Vocational Education and Training and to strengthening joint efforts aimed at advancing the TVET sector as a key driver of economic and social development.

For his part, the President of the Commission welcomed the visit and emphasized that strengthening institutional partnerships with the Ministry of Labor, as well as with national and international partners, is a key element in implementing the national vision for a modern and responsive TVET system capable of meeting the needs of the Palestinian economy and enhancing opportunities for young people in employment, productivity, and innovation.

The meeting concluded with an emphasis on the importance of building on the existing partnership between the Commission and the Ministry of Labor and continuing joint cooperation with donor agencies and international institutions to further develop the national skills system and support sustainable development in Palestine.
